Gauteng Provincial Government Steps Up Service Delivery in Emfuleni Following Law Enforcement MoU

The Gauteng Provincial Government today led a high-impact, multi- disciplinary service delivery operation in Emfuleni Local Municipality, reaffirming its commitment to clean, safe and well-governed communities. The operation follows the recent signing of a landmark Memorandum of Understanding (MoU) on 15 April 2025 at the University of Johannesburg, Soweto Campus, which enables cross- municipal collaboration among law enforcement agencies.

The MoU, signed by Premier Panyaza Lesufi, the South African Police Service (SAPS), and mayors across the province, facilitates joint operations across municipal boundaries, intelligence sharing, community-based safety campaigns, and capacity building initiatives.

“Our presence here is a demonstration of our commitment to working together with municipalities. The problems we face demand collective action – no one can solve them alone,” said Premier Panyaza Lesufi.

Key activities undertaken during the operation included:

  • School Safety Campaigns: Law enforcement agencies and social partners conducted school searches and awareness talks to promote drug-free, safe learning environments.
  • Waste Management and Illegal Dumping Clean-up: Multiple illegal dumping sites were cleared, enhancing environmental health and restoring community dignity.
  • Road Maintenance: Critical potholes were repaired and road signage updated to improve mobility and safety.
  • By-law Enforcement: Teams tackled illegal trading, noise pollution, and unauthorised land use through active by-law enforcement.
  • General Law Enforcement: Enhanced patrols and joint operations contributed to crime prevention and boosted visible policing.

These interventions are a direct outcome of the integrated framework established through the MoU, which promotes coordinated planning, swift response, and joint accountability across law enforcement and government entities.

“I can confidently say we have turned the corner. We have pooled our resources and ensured that law enforcement is now visible in our communities. Today's activities confirm that we have moved from agreement to implementation,” said the Premier.

He further emphasised the critical link between safety and economic growth: “If we do not deal with crime in our province, we will not get our economy right.”

The Gauteng Provincial Government will continue to implement similar integrated operations across the province as part of its broader strategy to enhance service delivery, improve public safety, and foster an environment conducive to investment and job creation.
