The Sedibeng District Municipality convened its 167th Ordinary Council Meeting on Wednesday, 24 June 2026, at 10:00 in the Council Chamber, Mayor’s Parlour, Vereeniging
The sitting, chaired by the Speaker of Council, Cllr. Mamokete Radebe, was the final full ordinary Council meeting before the close of the 2025/26 municipal financial year on 30 June 2026.
Speaker’s remarks: accountability and resolution tracking
Opening the sitting, the Speaker said the meeting provided Council with an opportunity to reflect on the financial year and prepare for the responsibilities of the new financial year beginning on 1 July 2026.
The Speaker described the Council chamber as a place of constitutional stewardship, orderly deliberation and accountability. She said Council had continued to conduct its business within the applicable legal and procedural framework despite the institutional pressures experienced during the year.
The Speaker also reflected on policy development undertaken during the financial year, including work relating to human resources, information and communications technology, supply chain compliance and performance management.
She emphasised the importance of accurate Council records and directed the administration to establish a formal resolution-tracking register. The register is expected to be presented at ordinary Council sittings to help Council monitor whether its decisions are implemented and to identify delays or failures at an earlier stage.
“The minutes of this Council are not mere administrative records; they are the institutional memory of our decisions and the foundation of our accountability to the communities we serve,” the Speaker said.
The Speaker indicated that five sets of minutes were before Council for confirmation, covering Council 165, Special Council meetings 78 and 79, Council 166 and Special Council 80.
She extended condolences to families across Sedibeng who had lost loved ones during the financial year and called on councillors to consider the reports before them carefully and conclude the year with a continued commitment to the municipality’s constitutional mandate.
Executive Mayor’s statement: regional economy, youth development and institutional changes
The Executive Mayor Cllr. Lerato Maloka’s remarks were read by acting mayor Cllr. S.N. Phala. The remarks stated that the sitting followed the 2026 State of the District Address delivered in Ratanda, Lesedi Local Municipality, on 12 June 2026. She reiterated the municipality’s focus on integrated planning, economic renewal and service delivery through the District Development Model and the district “One Plan”.
The Executive Mayor said regional economic output was projected in her statement to grow by 1.6% in 2026 and 1.9% in 2027, supported by interventions including the Vaal Special Economic Zone and planned energy and infrastructure investments.
She also announced that the Construction Industry Development Board, working with the Department of Public Works and Infrastructure, would host the Gauteng Contractor Development Outreach Roadshow on 26 June 2026 at Emerald Hotel in Vanderbijlpark. The initiative was presented as an opportunity to connect contractors with development support and information.
Cllr. Shadrack Ntjanyana Phala was introduced as the newly appointed Member of the Mayoral Committee responsible for Transport, Infrastructure and Environment.
Her statement also included condolences following the passing of former councillor and City of Tshwane Member of the Mayoral Committee Alderman Terrence Mashigo. Council was asked to observe a moment of silence in his memory.
Condolences were further conveyed to the family affected by a house fire in Sebokeng Zone 12, in which a mother and three children died.
Youth Month and digital inclusion
Marking 50 years since the 16 June 1976 Youth Uprising, the Executive Mayor said youth development remained central to the district’s programme.
She referred to the Youth Tech Expo G13 Hack held on 11 and 12 June 2026 at the Bokamoso Skills and Economic Development Centre in Evaton Small Farms. Young participants were challenged to develop technology-based responses to water infrastructure problems, cable theft and crime.
The Executive Mayor also highlighted community outreach undertaken under the “It Takes a Village to Raise a Child” programme. According to the statement, an outreach programme was held at Bafokeng Primary School in Palm Springs, Evaton, on 2 June 2026, followed by an outreach activity in Lesedi Local Municipality.
Agenda highlights
Council’s agenda contained 34 Executive Mayor reports, numbered A2914 to A2947, for consideration. These reports covered corporate administration, economic development, tourism, human resources, information technology and institutional governance.
Records management and administrative governance
Council considered reports on records-management training, the municipality’s Records Management Strategy for the 2025/26 financial year and participation in the South African Local Government Association and Metrofile records-management support programme.
The Records Management Strategy was intended to improve the creation, protection, storage, retrieval and disposal of municipal records and strengthen compliance with archives and information-management requirements.
Human-resources policies and staff development
Human-resources items included the Performance Management Policy, Recruitment, Selection and Appointment Policy, draft Staff Establishment Policy, Consequence Management Policy, HIV/AIDS Policy, Remuneration Policy and the 2026 Skills Audit Report.
Council also considered feedback on disciplinary-code and procedure training conducted with the support of the Gauteng Department of Cooperative Governance and Traditional Affairs. The training was intended to strengthen the capacity of supervisors and managers to handle disciplinary matters internally and in accordance with collective agreements.
ICT governance and disaster recovery
Several reports dealt with ICT governance, security and implementation of the municipality’s ICT Strategic Plan.
The third-quarter ICT reports covered system controls, user access, cybersecurity, backups, licensing and infrastructure risks. The agenda reported that no cyberattacks or security breaches had been detected or reported during the relevant reporting period, while also noting outstanding procurement processes and the need for continued improvement.
Council also considered possible disaster-recovery arrangements for municipal information systems. The report recommended that Council determine acceptable recovery-time and recovery-point objectives and that the administration prepare a detailed implementation and funding proposal. It also proposed that future municipal budgets make dedicated provision for disaster recovery.
Vereeniging Fresh Produce Market
Reports on the Vereeniging Fresh Produce Market covered third-quarter infrastructure development, maintenance, operations and the annual Market Day programme.
The infrastructure report stated that the first phase of solar-panel installation had been completed, while the installation of a backup generator was under way. Maintenance had also been undertaken on banana-ripening and cold-room facilities, roller doors, gutters and waste-management area
Council further received a report on the fourth annual Market Day, which had taken place on 22 May 2026. The event was intended to bring together farmers, market agents, buyers and agricultural stakeholders while improving market access and supporting local food systems. The report indicated that the event relied on external sponsorship.
SMME, agro-processing and export development
The economic-development reports included an SMME Export Awareness Workshop held in partnership with the Gauteng Growth and Development Agency. The workshop provided local enterprises with information on export documentation, logistics, customs requirements, market selection and government support.
Council also considered Sedibeng’s participation in Gauteng’s Agro-Processing Action Lab. The initiative brings together government, industry and development partners to address infrastructure, compliance, processing and market-access barriers. Mr Someleze Jali was identified in the report as Sedibeng’s representative in the structure.
The public relevance of these programmes is their potential to assist local businesses and agricultural producers to access broader markets, improve compliance and participate in regional economic-development initiatives.
Tourism development
Tourism reports covered the Sedibeng District Tourism Forum, training for tourism enterprises and participation in the 2026 LIV Golf event.
The tourism-enterprise programme, held in Ratanda in February 2026, focused on legal compliance, financial management, market readiness, business resilience and social-media marketing. Twenty tourism stakeholders attended against a target of 30.
Council also considered the proposed appointment of Director for Local Economic Development and Tourism, Mr Khulu Mbongo, to the Gauteng Tourism Sector Action Lab. The agenda recommended that Council approve the appointment and require progress reports on the integration of district tourism priorities into the provincial economic-development programme.
A further report noted that EtlangKo Vaal had participated in the 2026 LIV Golf event to promote Sedibeng’s golf and wine-tourism offerings. Recommendations included using future editions of the event to market Sedibeng attractions and arrange tourism packages and pre- and post-event tours.
